| CONSTITUTION OF 'The Manipur Students' Association', Delhi. |
We, the students of Manipur in Delhi hereby resolve to form a non-political students' organization and adopt this constitution to safeguard and further the interests of the members of this Association, to strengthen the relationship of the students of Manipur, promote unity, understanding and organized life, and enhance the cultural, educational development of the students.
Art. 1 Name: The name of the organization shall be called the "Manipur Students' Association, Delhi," hereinafter referred to as the Association.
Art. 2 Membership.
(a) Every regular student from Manipur studying in Delhi shall be a Voting Member of the Association.
(b) Any other person from Manipur residing in Delhi other than those members mentioned in Art. 2 (2) is entitled to become a Non-voting Member of the Association.
(c) All Voting Members will constitute the General Body of the Association.
(d) The Annual membership fee of the Association shall be Rs. 5/- for the Voting Members and Rs. 10/- for the Non-voting members, which shall be realised on or before the first General Meeting of each year.
Art. 3 : Patrons
Any person who contributes a minimum amount of Rs. 100/- shall be a patron of the Association.
Art. 4 Aims and Objects.
The Association shall endeavour:
(a) To foster unity, understanding and close relationship among the students from Manipur in order to preserve unity of Cultural and Social relationship.
(b) To organize, encourage and coordinate extra curricular activities for purposes of Social, Cultural and Intellectual development of the students of Manipur.
(c) To undertake various types of activities which lead to the realization of the objectives of the Association.
Art. 5 Structure of the Association
(a) There shall be a General Body of the members, the ultimate repository of all powers vested in the Association.
(b) There shall be an Executive Committee responsible to the General Body of Members consisting of :-
(i) President
(ii) Vice-President
(iii) Secretary
(iv) Joint Secretary
(v) Treasurer
(vi) Two other Elected
(c) The members of the Executive Committee except those who cease to be members of the General Body shall remain in Office till the new office bearers take charge.
(d) In case of a vacancy occurring in the office of any of the above mentioned office bearers, the general Body of the Association shall elect the new office-bearer for which the vacancy had occured.
Art. 6. (a) The President shall be elected directly by the General Body.
(b) The President shall preside over in all the General Body and Executive Committee Meetings, except for the General Body meeting called for considering a motion of No-confidence against any office bearer of the Association.
(c) The President shall have the casting vote in case of a tie in the Executive Committee meeting.
(d) In case of vacancy in the offices of the Vice-President and the two Elected members of the Executive Committee, the President shall take over the charges of the above mentioned officers untill the new office bearers are elected.
Art. 7. (a) The Vice-President shall be directly elected by the General Body.
(b) The Vice-President shall discharge the duties and functions of the President in the absence of the latter, and/or in the occurrence or vacancy in the office of the President. And in general assist the President in the discharge of his duties.
Art. 8. (a) The Secretary shall be directly elected by the General Secy.
(b) The Secretary shall call the meetings of the General Body and the Executive Committee on the recommendation of the President.
(c) The Secretary shall be responsible for maintaining the minutes of the meetings of the Executive Committee.
(d) The Secretary shall be responsible for maintaining the office records of the Association and the end of each form shall hand over the charges of office in the presence of the newly elected President.
Art. 9. (a) The Treasurer shall jointly operate with the President the accounts of the Association in accordance with the decisions of the Executive Committee.
(b) The Joint Secretary shall discharge the duties and functions of the Secretary in the absence of the latter, and shall in general assist the secretary in his work.
Art.10. (a) The Executive Committee shall be entrusted with organizing the activities of the Association in accordance with the aims of the Association.
(b) The quorum of the Executive Committee shall be forum members. If a meeting is postponed for a lack of quorum the next meeting of the Committee with the same agenda shall take place irrespective of the quorum provided proper notification has been given for such a meeting.
(c) The Executive Committee shall take its decisions by majority of the members present and voting.
Art. 11.Association Funds and Accounts.
(a) Subscriptions from the members, balances carried forth from the earlier years and any other funds obtained by the Association shall constitute the Association Funds. The Association shall have its account with a scheduled commercial bank.
(b) The Executive Committee shall audit the accounts of the Association.
(c) At the end of each term the Treasurer shall submit all the accounts of the Association to the General Body after having been properly audited and approved by the Executive Committee.
Art. 12. Election Procedure.
(a) The election of the office bearers of the Association shall be held at the first General Body meeting (Freshers' Social) by the middle of August/September of each year.
(b) Every voting member of the Association shall have the right to exercise his/her franchise in the election of the office bearers subject to the conditions mentioned in Art. 12 (c) (next article).
(c) All the eligible members of the Association shall be illegible for the candidature of the office bearers the shall be deprived of his/her franchise.
(d) The rights shall be restored to the particular members mentioned in Art. 12(c) if the Executive Committee approves his/her exoneration.
(e) Every voting member shall have a single, non-transferable vote in the election of the office bearers.
(f) Every voting member belonging to the final year classes and the Ph.D. courses shall be illegible for the candidature of the Secretaryship and the Treasurership excepting the final years of the B.A. and B.Sc. courses on the assurance that he/she shall come back next year.
(g) No person may seek election to the same office for more than two consecutive years.
(h) The mode of election shall be either open or secret ballot as desired by a simple majority of the members present at the voting.
Art. 13. Votes of No-confidence.
Any office bearer may be removed from office provided:
(a) That 1/5 of the total voting members of the Association and 3 members of the Executive Committee, or 1/3 of the total-voting members send a requisition to the President to call a meeting of the general body to consider the votes of no confidence.
(b) That at least 1/3 of the total voting members of the General Body are present in such a meeting called by the president within a week of the receipt of the requisition.
(c) That from among the requisitioninsts someone presents a charge sheet before the general body meeting and office bearer/bearers concerned replies/reply to the charge levelled against him/her/them.
(d) That by a secret ballot of those present and voting such requisitioned meeting carries the motion of no confidence, provided that 2/5 of the members present vote in favour of the non confidence motion.
(e) In such a meeting the voting members present on may choose from amongst themselves a person who is not a member of Executive Committee (but who is a member of the general body) to preside over the meeting.
(f) In case of any vacancy occurring the office of any of this office bearer, the new office bearer shall be elected by the general body within 15 days of the date of the occurrence of the vacancy.
Art. 14. QUORAM
The quorom of the general body meeting shall be 50% of the total voting membership.
Art. 15 Functions and Activities
(a) The activities of the Association shall be :
(1) Freshers' welcome party
(2) Picnic
(3) New Year's day lunch party
(4) Annual Day
(b) The Association shall endeavour to organise, tournaments in badminton, football, table tennis, etc.
(c) The Association shall have a general body meeting at Imphal during the summer holidays every year to discuss the various activities to be undertaken in Manipur. The objective of these activities shall be namely to raise the funds of the Association.
(d) The Association shall produce an annual publication, which shall be called Maheiroi, the journal shall contain different sections in English and the common native languages of Manipur.
Art. 15. The official language of the Association shall be English.
Art. 16. Amendments to this constitution can be moved by 1/3 of the total voting membership of the Association through the executive committee which shall notify the amendment proposals to the general body a week prior to the meeting. The amendments shall be passed provided 2/3 of the total voting members are present and 3/4 of that present, vote in favour of the amendment.
